A few things.
1.) A person in the heaviest armor can train up for sniper rifles, it just might take 3 points instead of 2.
2.) A race that can use the heaviest weapons can also train to be a cloaker.
3.) An infiltrator race can train to use the heaviest armor.
4.) An infiltrator can have the heaviest armor, sniper rifles, rocket launchers and miniguns.
5.) Getting a headshot on a fast moving object is very hard, let alone keeping said target in view for the follow up shots to kill him.
Snipers in the UT games were deadly, but their use was limited as were the maps they were useful on. Huxley is trying to extend their life by letting them cloak, and if said snipers want to throw out single shots at enemies let them. A person with a minigun is going to do more damage to enemies than a sniper sitting back throwing out a single shot every 6 seconds or more. There are many different ways they can balance out an FPS, not just screwing over certain classes. Read up on how they've actually set up the systems as well as how snipers are purported to work. It'll be enlightening.
As for the camo, it's supposedly supposed to be on constantly and only lets up for a short time after you fire. But if you do open up on a squad of players and manage to hit one, hope that you can avoid the rest because you're sure as hell not going to down them all before they take you out.
