Like someone said earlier, just make the "upgradability" of the camo different for each class. If the max camo a sniper could have would only be for 5 seconds with a 15 second recharge time (I'm just throwing numbers out there) I think it would be ok, especially if a regular soldier could have a 10 second camo time with a 20 second recharge.
