I am fairly positive that a monthly fee will be in place. Any MMO out there with good customer service (except SWG) and frequent patches to address bugs, exploits and to add more content, has monthly fees. I have played many MMO's so personally a monthly fee would not turn me away as its expected, as long as the fee is reasonable. Fifteen dollars per month seems like the standard for MMO's.
